Objection: The fact, that the senator didn't disclose anything to a fund/investment managing party, doesn't preclude insider trading, as the fund/manager could have earned privileged information and carried out en bulk trades based off of them. Therefore, while this particular senator might be guilty, as no one may benefit from criminal activity.
