Chronic labor shortage at the same time of high unemployment CAN happen at the same time. You can have labour supply-demand mismatch. Let me give you one example, where this could happen, using Czech business law (cause I'm Czech, so I actually know that business law best). In order to start on your own as an accountant, you need either a number of years experience in accounting, or education in the field and less working experience, depending on the degree in the field you've gained. Now, if everybody were to pursue medicine for their university education, nobody would be allowed to become accountants and markets of medical professions would get oversaturated to the point, hospitals and clinics would eventually stop hiring, because they don't not need any more of these specialists. As a result, you'll have accounting positions sallaries going through the roof (assuming normal market conditions) as a result of labour shortage within that field, but also huge unemployment in medical sector and eventually medicine would be called "BS degree", because of how hard it would be to get a job down that route.
