@amyahlquist3436 I believe that the story with the adoption is a bit different. From what I've read, JJ was biologically Kay Woodcock's grandson (or at least a child she'd cared for since his birth) and she was raising him. Then Charles (Kay's brother) decided to adopt him (not sure if that was with or without Lori at the time, but I think it might have been without, originally). I believe that Charles was actually biologically JJ's great uncle, because JJ was biologically Charles' Great-nephew (Charles' niece or nephews child). It's definitely confusing, that's for sure, but I do believe that JJ was blood-related to both Charles and Kay. So, with that being said, since it's the biological family adopting the child, it's not like a regular adoption where they screen the family as much.
