  1. The "first small part" of an hour was "pars minuta prima" in Latin; we call those parts "minutes". The "second small part" of an hour (parts of the first small part) was "pars minuta secunda". We call them "seconds". That's why the 3rd hand is the second hand: we start counting at the 0th hand.
