  1. My possible theories: 1. Military didn't want to pull out, so it purposely botched it to make everything horrible and convince people we need to go back in. 2. Biden purposely botched it to blame it all on Trump. 3. Biden's admin was busy dealing with the pandemic and never got to planning on the exit. 4. As with most large governments, the left hand never knows what the right hand is doing. Probably a little bit of all four, in my opinion.
