There's an old pirate story where a gang of pirates decide to raid a Spanish fort in the Caribbean. They're trying to figure out which fort, when the pirate captain chooses the biggest, most heavily defended fort. The rest of the crew doubts his decision and wonders why he chose it. When they got to the fort, the defenses were lacking because in their arrogance and apparent strength, the fort guards never thought they would be attacked, but they folded when they were tested and the pirate was a success. Never be complacent, no matter how skilled or strong you are. That's the best case scenario for the Secret Service. Most likely they were purposely lacking and let it play out and they're feigning incompetence. Either way, it's bad.
