Trump repealed it and the regulation that required trains to disclose carrying Toxic materials.. It's a direct result of elections and the officials. Bottom line In 2015, then-President Barrack Obama imposed stronger regulations on trains carrying oil & toxic chemicals. In 2018, TFG got rid of them.
