  2. You can explain how things got to this point, but you also need to explain this context. But I doubt you are "just explaining", you are likely just pretending for your own sake or to avoid blame. No matter what the reality is - dictatorship is always to blame. Simple as that. All dictatorships fundamentally the same, they can't be different. It's just sometimes their hands are tied by external forces like today or opinion of people which they can control well. They lack economic independence at this point because they quietly rode cocktails of the western systems
