  2.  @soloexperiencer  No, it's definitely "flouts." Listen to it again. "The country that flouts itself as the conqueror of the coronavirus..." "Flaunts" would also be wrong, because "flaunts itself" is a nonsensical construction. You flaunt things that make you look good (e.g. China could flaunt its low infection count), not yourself. "Touts itself" is clearly what he meant.
