  1. If you turned off electromagnetic forces, you would not expand. You would collapse under gravitation. Some particles would be ejected by dynamical friction, bringing others closer together. But you would be unable to cool down, since you couldn't radiate heat, so you would not form a black hole. This is essentially what dark matter does on a much larger scale.
