cbernier3 Pressure is simply force per area, so negative pressure is just a negative force per area. By putting something under tension, I am creating negative pressure. You can't have negative air pressure, due to the kinematics of gases (the pressure is essentially produced by elastic collisions), but you can definitely have negative pressure. And capillary action is a perfectly valid example of negative pressure on water. The water isn't pushed up a tree by air pressure, it is literally pulled by adhesion.

MrTerminalX The Earth's atmosphere is indeed much less massive than it's hydrosphere. The hydrosphere is an impressive 1.4 * 10^21 kg, whereas the atmosphere is a mere 5.1 * 10^18 kg. At any rate, you couldn't suck up all the air because there would be nothing in the vacuum to push against.
