  1. "Queue" comes from French with a very different pronunciation. I think the English approached the strangely spelled word with an eye to local dialects and it gradually evolved into the modern /kju:/. How the French came up with that atrocity of a vowel "ueue," I have no idea.

  2.  @sqone1  <eu> being pronounced /ju:/ is not common at all unless it is the start of a word. Much more common is /u/ (e.g. "maneuver"). One of the few exceptions I can think of is "therapeutic."
