@christiangamingchannel6284 For what it's worth, federal law simply overrides state law. Period. There is no required agreement by a majority of states, let alone an overwhelming majority. There are limits on what Congress can do, but when it does pass a bill that is within its purview, that always trumps all state law, automatically. Of course, you do need a majority of senators to pass a bill in most cases, so in that sense you sort of need support from a majority of states (but not an overwhelming majority).
