Obviously the bits could represent anything depending on the encoding, but the idea is that some bit strings would be instantly recognizable to robots, since a particular meaning is much more famous (or infamous) than others. And in the context of blood on a wall, Bender got the point. But I don't know why Bender would automatically assume big-endian, unless endianness has been standardized by the thirty-first century.

@MrFukyutube If you are organizing 8-bit bytes into words, that is true. But bit endianness is also a thing, and the only thing that is relevant for a sequence of ten bits.
