  1. Yeah. For most gifts, the giver pays taxes (if any, they come to $0 unless you give a metric ton of money). But for prizes, the winner has to pay ordinary income tax on it, at least federally and I think in most states that have an income tax. I know some states have an exception for state lotteries (quite reasonably), but that's it.
