  1.  @skeletonbuyingpealts7134  Yeah, legally you need a permit, and if you don't have it, they can fine you $250. But almost nobody gets a permit, and almost nobody gets fined. So this isn't particularly suspicious or egregious, despite how people are acting.

  2. Most people don't get permits to trim trees. That goes for big businesses, individual homeowners, and everything between. I imagine most people in LA aren't even aware there is a permit requirement.
