Normal citizens have no duty in the U.S., but many professionals do. A lot of people have a duty to report any signs of child abuse for instance, like teachers, doctors, and therapists. Medical professionals often have a duty to provide care, though that duty depends on the circumstances. The police have a duty of care to people in their custody. But somehow, they have no duties at all to people not in custody, which is clearly wrong. I find SCOTUS's interpretation questionable, but more importantly, we should pass laws that cover this. All that state and local governments ever do is protect police, never hold them accountable.
