They didn't take the illegally modified truck as evidence, didn't treat the area as a crime scene and collect evidence, didn't contact the DA's office, and didn't interrogate the suspect (though they did talk to him at the scene of the crime before letting his parents take him home). This despite the fact that the victims explained to the cops exactly what happened. And it turns out the kid had the same last name as a city councilman....

Also, hitting six people on bikes is a hell of an accident. Was he maybe driving recklessly? It probably shouldn't take a month to bring him in, yet a month later, they still didn't do it; he voluntarily surrendered.
