  1. Three-phase is common in the U.S. too. It just isn't common in homes. But nothing stops you from buying it from your utility.

  2. He mentions that apartment buildings and other large buildings in the U.S. also have three-phase power. That's where the 208 V comes from. The building has access to 277/480 V lines, but the individual apartments only get 120/208 V.
