The Military and the Intelligence Agencies are totally responsible for the logistics of situations such as this had more than half a year to come up with a plan even for a worst-case scenario. That they didn't speaks volumes about either their incompetence or their intentions. Either way heads should roll in both the Intelligence Agencies and the Pentagon.
