Wow, I haven't seen this kind of governmental non-response since Hurricane Katrina wiped out New Orleans that resulted in 1,392 fatalities and caused damage estimated between $97.4 billion to $145.5 billion in late August 2005. The U.S. Army Corps of Engineers submitted the report to the U.S. Congress for consideration, planning, and response in mid-2009.
