Well, I suspect that since after the Korean Armistice in 1953, which SOUTH Korea never signed due to pressure from the US, in January 1958 the US based nuclear armed Honest John missiles and 280mm atomic cannons were deployed to South Korea followed within a year by atomic demolition munitions and nuclear armed Matador cruise missiles, might have something to do with it.
