It is 100% the fault of Medibank management, there are multiple well established methods for protecting data, row level encryption in databases, data flow triggers that block unjustifiable data dumps, poisoned records that should never be accessed and trigger alerts if they are. The only reason Optus and Medibank had their data stolen was because they put profit before world's best practice in terms of data protection and security. Any excuse to distract from that reality is a lie and they should be punished by the government and the market for what they allowed to happen.

  2. The gov outsource so much stuff and use cloud providers, so you most definitely cannot trust them with your data either. Central stores of anything valuable will always become targets for blackhat spies or criminals.
