  2. No it can't, occasionally rain can be induced to fall earlier than it would but that is the limit of what is possible. A cyclone involves energy levels that are greater than the entire energy production of every nation on Earth at the same time. All it is is heating from the sun being transferred from the ocean to the upper atmosphere and then space via water vapour and convection. Cyclones are proof that climate models that don't involve water vapour are a fraud.
