I don't understand why people are so surprised that Putin would make that threat, he can use small neutron bombs over battle zones that are mostly depopulated and there will not even be much chance of the events being directly documented. The question is more about if he is that crazy or if he is just being a typical bully and trying intimidation tactics. I think he is both and that this only ends when somebody ends him.
