  1. Actually no it is not that simple, there is a very high level of preventable cognitive disadvantage in that community. Is it self inflicted? Yes at the community level, but those damaged individuals are the victims of previous generations abusing drugs and alcohol etc.

If a child is cognitively damaged even before they are born they will be disadvantaged for their entire life, and no amount of youtube censoring political correctness nazis can change that rock-solid fact. You need an entire generation born free of prenatal abuse before you will see a big turnaround in the resultant adverse behaviours that lead to violence, incarceration and early deaths. This will take a minimum of one generation, so 50 years, not 10, because we cannot cure physical brain damage or developmental disruption, people know this and will never openly challenge it, but they are also cowards and will not acknowledge it either, so that makes them also a big part of the problem. If you hide or turn your back on that truth you are flat out evil and I don't care how much you pretend to be a decent human, because not facing the problem is just perpetuating suffering that everyone can clearly see.
