It is just a carbon tax by stealth, if people can buy credits, they will just pass on the costs to the consumer. If an item costs more due to inflation driven by passed on carbon credit costs then the total amount of dollars that make up the GST 10% goes up too. It took them a while but they finally figured out how to ignore the electorate and not take no for an answer when it came to a carbon tax, just set up a mechanism that achieves the same result by underhanded means.

@mtscott Any trading scheme will always favour the sophisticated traders who have enough capital to ride out the market variability so as to place trades at profitable times. The little guy always ends up funding that game.
