They are talking about whether keeping information about you on servers physically in Australia is as "safe" as it would be if kept elsewhere, in other countries. If the data is in another country then the courts of that nation determine who can access it, but if it is here in Australia the government agencies here can use existing laws to access it. It is a strawman argument, they are setting up a trojan horse that will undermine your privacy systematically while pretending that you will somehow be safer from hackers when the truth is that if the data is properly encrypted then it doesn't matter where it is.
