You can just ignore the virus, and the seriously ill (i.e. do not hospitalise them), but then you have +2% of your population die, mostly the elderly and those with medical problems. From that we can clearly see that COVID-19 is not a threat to humanity, rather it is a threat to our humanity and the optimal amoral decision is to do nothing. The question is, for poorer nations, is the short term pain of ignoring the problem better or worse than the longterm pain of the economic impact on the nation? In war we sacrifice our youth, this time some wonder if it is humane to sacrifice our elderly to ensure the prosperity of our youth. It is a terrible thing to contemplate, as is war, and there is no simple and righteous answer which is also globally applicable, and this is the World Health Organisation's greatest failing, that they will not recognise this complexity and address it realistically.
