There have been persistent rumours, for decades that Microsoft products are deliberately compromised on behalf of the CIA and NSA, so if it turns out that the Chinese exploited a bug that is inexcusable but really obscure, perhaps even requires an multistep attack then there is good reason to believe that they stumbled upon a deliberately inserted vulnerability. This is the real reason why there is never any full accountability, the USA will just have accusations thrown right back at it. Better to run RedHat or Debian based Linux systems and be very proactive about keeping them secure, as well as monitoring them vigilantly for unusual activities. There has always been another issue with Microsoft and that is that in making it easier to set up servers they also made it easier to accidentally leave open a vulnerability, and while they have improved their approach to this over the years I don't think that they have ever fully embraced the completely locked down first approach of unix systems.
