Bluetooth has security issues, so if you mandate that people have to have it on all of the time then you have to fix those security issues first, furthermore it is an exercise in futility when a rooted Android phone can actually have the bluetooth stack removed completely so that it is incapable of working regardless of how compliant you are with giving the app the access rights that it wants.
