They had a different system for influenza and other diseases that would also work for covid, a surveillance network where a large and diverse group of volunteers agree to be randomly tested on a regular and ongoing basis, that way you pick up all exposures and learn the outcome and length of each, regardless of if the person even noticed that they were ill. Because that sample set is a good representation of the entire society its results can be scaled up to inform any planning or responce. This mass disruption is deliberate and not about your health.
