There is also a responsibility on the women to not touch drugs and alcohol while pregnant as the damage done to the foetus is often a causative factor in the men's later violent behaviour.   2. There needs to be safe sanctuaries in all of the most affected communities, where women can live free of the influence of those who would otherwise eventually harm them. They need to be able to live their lives without feeling as if they need to be with men that they know are dangerous. And for those who don't seem to have the common sense to even realise they are in danger the system needs to ensure that those men who are known to be dangerous have their freedoms restricted enough to greatly reduce the number of deaths and serious injuries.
