  1. They would all need to be put in isolation, tested then once cleared transported to the aircraft in a manner that ensured that they did not get infected post test. It is doable but it blows out the costs to the extent that it would be inhumane to force them to cover those costs, particularly if they have been trapped overseas since the borders were closed as this decision was made by others and is not their responsibility.
