The power was not actually abused, but the risk was very real, imagine if Dan Andrews had done that, how far he would have taken it given that he signed a secret belt and road deal with the Chinese communist party? What Morison did was you the equivalent using of a bug in a video game to glitch the system and jump up a level, however he didn't take it any further, which would then be a case of him abuse the power that he had acquired by doing so.
