Lease is best, reactor tech is progressing rapidly, even fusion reactors some of which would be compact enough for submarine use. You don't want to get stuck with last decade's tech when fusion is deployed. We should have a defined capability that we lease, why buy assets that we just have to junk as soon as they are outclassed by whatever new thing a potential adversary develops. It only makes sense to own gear that you have made yourself because then you have the economic benefits of also supporting that local industry, and you have a genuine capability to upgrade and recycle it.
