1% of the population are incapable of feeling empathy for other living things, we are just objects in their world to be manipulated and of that 1% there is significant a number who have serious sexual perversions and drives. Those creatures are not going to be stopped by anything other than incarceration. These are the "bad people" that Alan speaks of, the psychologist call them psychopaths. Some of them are smart enough to be dangerous so our only option is to teach their potential victims how to protect themselves and how to help authorities to detect them as early as possible before they have victimised many people.
