  2. Yes that is very true. Even if you just have a white roof and it is 90% reflective it sends 90% of the sun's heat back into space, but if you cover it in PV panels you get less than 20% of that energy as electricity and the rest is local heating of the panels and rooftop, then the surrounding air so even your air conditioning units will work less efficiently. i.e. Go about it the wrong way and you get zero net gain, and may even be worse off.

  4.  @therawksaw2135  Urban heat islands are well documented, there is even software for mapping them and estimating the impact of new development.
