What people don't realise is that there is a literal gap, in the brains of indigenous people exposed to alcohol as a foetus, and that brain damage/underdevelopment is permanent. You can't close the gap until you have had an entire generation born without being harmed in some way while in the womb or during their early childhood. Until that physical damage is eliminated you will continue to see the consequences of people having poor behavioural control and diminished planning abilities due to induced cognitive deficits. No amount of racist symbolism in the constitution will help that, in fact it could make things worse.
