If the Labor government were open and transparent about the challenges they would address the inevitable threat of another volcanic winter and the impact that would have on energy production that is dominated by solar power. This is not theoretical, it has happened before and was devastating on a global scale, and it will happen again as it is just a matter of time. So what is the government's backup plan? They have none at all, because they will not even talk about the risk let alone plan for it.
