That is mostly true but you can constrain the dialogue and back it into a corner to some extent, but it will then promptly forget the points it conceded and start repeating the propaganda again in contradiction to the facts it had previously acknowledged. Multistep memory and logical reasoning is beyond the current AI systems, and if they are really a cynical propaganda tool that would suit their creators perfectly as they do not want to risk their AI learning any inconvenient truths. However if you throw a curveball at the Ai that is outside the preprogrammed biases that reinforce the propaganda you get admissions such as the following which I will put in a comment below, so if you can't see it then you know what happened.
