If Victoria had a higher burden of sociopaths then perhaps they would be a special case, because sociopaths are minimally or not at all compliant with social distancing rules and they do not cooperate with contact tracing schemes as they seek to keep their social contacts secretive, in particular with regard to the supply of illegal drugs. Even the outbreak the QLD had can be linked back to a network of sociopaths and their interstate connections/interactions. I am not suggesting that the people who have issues with the question of human rights and freedom are sociopaths either, that is a seperate and more legitimate group that subscribe to a set of principles, however the sociopaths can hide behind that group to some extent. It is a socio-economic gordian knot!
