  1. You can't legalise drugs that are neurotoxic, meth is the worst offender but there are others. However you can make the issue a medical and mental health issue, and force people into rehab. But we don't have the trained staff and resources to do that. It is the wrong time to be talking about this, perhaps in a few years from now if/when the economy recovers.
