And what he is claiming is actually bullshit, if you had a brilliant folio but it expressed conservative ideas the left dominated faculty of Australian universities would filter you out and prevent you from even getting into a Fine Art degree. Labor does not support all arts and culture, only the segment of it that is left leaning and supportive of the Labor party. When Labor fund the arts it is a form of pork barreling but the dimension is not geographic but entirely political.
