Fool or liar, it doesn't matter what he is but it is simply a false claim to suggest that renewables are even remotely affordable let alone the cheapest for of electricity, when you consider all that needs to be spent to have a grid that depends on renewables be reliable under all foreseeable scenarios. They are deliberately ignoring real issues, that impact on the cost of building and running a resilient power grid, in order to promote a false picture with regard to the real cost of renewables.
