The second half of that video which talks about putting a nurse in all aged care facilities at night does not address the fact that many elderly sent to the ED require a prescription that an basic RN cannot issue. It could be something as simple as strong pain killers where it would be unethical to make them wait until a doctor could give them a prescription even though waiting would not kill them.
    2
