It doesn't even remotely meet the definition of “word salad” and you are as stupid as she is if you say it does. If you actually look at her language carefully it has a self referential loop in it, and it is that which makes it meaningless. It is like saying "we are going to help you by intending to be helpful.", lacking in any positive concrete statement of commitment to an actual action. It is the sort of crap lawyers and politicians indulge in as a matter of habit, but taken to the extreme. The aspect of it that I find most objectionable is the implication that she felt that her audience has such a poor grasp of English that she could get away with makinging such a vacuous and insincere statement that avoided any real commitment at all.
