  1. Being a psychopath in of itself is not a crime or subject to compulsory psychiatric intervention. This is a huge problem that the "system" does not seem to have the intellect and courage to confront. These people have brain differences that can be detected early in life using fMRI scans but you can't prove just from radiology findings that they will act unlawfully in the future even though there is a very high (proven) probability that they will. 2% of the population are psychopaths and the incidence is ten times higher in the prison population, rather solid evidence if you ask me!
