  1. They should have closed all of the borders and had all returning citizens go into a military controlled quarantine for a minimum of one month. All infected but recovered persons should have been kept in a separate quarantine for a month after their recovery was complete and only released if there were no viral particles detectable in their bodies and they had developed sufficient antibodies to ensure they could not be reinfected. Those now immune people should have then been placed into high risk frontline roles if they were intellectually and physically capable of performing them, even if they required remote real time supervision from an expert. In this day and age, with the internet in place, there is very little or no absolute need for humans to cross borders, or even travel between cities. Forget the tourism and education industries, they are already sunk, now we are in a fight to maintain the functioning of our entire society. The state and federal governments need to wake up to the fact that families who have loved ones die will blame politicians for failing to act fast and decisively enough, furthermore saying that you acted sooner than other fools is no proof that you acted fast enough, it is just proof that you are no the biggest of the fools, so the goverment should stop insulting our intelligence by foisting that fallacy on us at every second media conference. A virus spreads exponentially and so the human defensive responses needs to also scale up exponentially and not at the leisurely and considered approach we have seen. It may not be beyond hope but we are very close to it, now we need containment lines within our national borders too. If we can't do this now then a real biological weapon would see us destroyed utterly, so it is imperative that we can demonstrate our ability to contain this outbreak, lest others take note of our weaknesses.
