Fuel taxes per petrol station location should be inversely proportional to the distance to a major population center. The further out you live, and the more you need to travel per normal life task the less you should pay for fuel. But there would need to be safeguards to stop scams and rorting of such a system.

If rural Australia operated like a business it could fund more of the things it needed, while also paying less in taxes. This would lower the tax burden while leaving spending allocations available for more projects. Basically all businesses and individuals in those regions need to own shares in not-for-profit cooperatives that provide services to the community as a charity. That way the government gets less of their money but still has the same level of funding obligations to those regions which means that the resource sector then carries the burden for generating that tax revenue, when it is multinational companies exploiting those resources and not funding local project to improve the regions. This sets up an incentive for companies and wealthy people to be genuinely virtuous, without any of the usual insincere signaling.

@Able Mabel Yes it is a wonderful luxury, I live on the edge of a rural area overlooking a river valley, but we plan to move to a much larger block that is even more peaceful.
